AD: France and Italy Stainless Steel Bar

The International Trade Administration (ITA) has issued its final results of the antidumping (AD) duty administrative reviews of stainless steel bar from France and Italy for the period of March 1, 2003 through February 29, 2004.

Final Results of AD Duty Administrative Reviews

The ITA states that with respect to the AD duty administrative reviews for both France and Italy, it finds that UGITECH is successor-in-interest to Ugine-Savoie Imphy S.A. (Ugine-Savoie) for AD duty cash deposit purposes, effective August 10, 2005. The ITA stated that it will notify U.S. Customs and Border Protection (CBP) accordingly.

While the ITA has assigned UGITECH S.A. the AD duty cash deposit rate for Ugine-Savoie (as listed above), there are no cash deposit instructions for "All others" as the ITA rescinded this AD duty administrative review for subject merchandise from Italy. See below for further details of this rescission.

(a) For previously reviewed or investigated companies not listed above, the cash deposit rate will continue to be the company-specific rate published for the most recent period;

(b) If the exporter is not a firm covered in this review, a prior review, or the original AD duty investigation, but the manufacturer is, the cash deposit rate will be the rate established for the most recent period for the manufacturer of the merchandise; and

(c) The cash deposit rate for all other manufacturers or exporters will continue to be the 3.90% "all others rate."

Assessment Instructions for the Review Period (03/01/03 - 02/29/04)

With regard to subject merchandise from France, the ITA will determine and CBP will assess, AD duties on all appropriate entries in accordance with these final results. The ITA states that it has calculated importer-specific rates for subject merchandise.

The ITA notes that it will issue appropriate assessment instructions directly to CBP within 15 days of August 10, 2005.

Rescission of AD Duty Administrative Review of Stainless Steel Bar from Italy

The ITA states that it is rescinding the review of subject merchandise from Italy as it is satisfied that there were no U.S. shipments of stainless steel bar from Italy from UGITECH S.A. during the period of review.
