AD: China Cased Pencils
The International Trade Administration (ITA) has issued the final results of the antidumping (AD) duty administrative review of certain cased pencils from China for the period of December 1, 2002 through November 30, 2003.

All of these five companies have the same rate, as the ITA has found CFP and Three Star to be a single entity, and has collapsed CFP with its subsidiaries First, Great Wall, and Fang Zheng.
(a) For previously reviewed or investigated companies not listed above, that have separate rates, the cash deposit rate will continue to be the company-specific rate published for the most recent period;
(b) The cash deposit rate for all other China exporters will be 114.90%, the all others rate, and
(c) The cash deposit rate for non-China exporters will be the rate applicable to the China exporter that supplied that exporter.
Assessment Instructions for the Review Period (12/01/02 - 11/30/03)
The ITA will determine and CBP will assess, AD duties on all appropriate entries of subject merchandise in accordance with these final results. For the companies subject to this review, the ITA calculated exporter-specific assessment rates because there is no information on the record which identifies the importers of record.
The ITA states that it will issue appropriate assessment instructions directly to U.S. Customs and Border Protection (CBP) within 15 days of July 22, 2005.
