AD: China Honey

The International Trade Administration (ITA) has issued the final results of its antidumping (AD) duty administrative review of honey from China for exports during the period December 1, 2002 through November 30, 2003.

Final Results of AD Duty Administrativ

The ITA states that for this and all subsequent review segments, it will establish and collect a per-kilogram cash deposit amount which will be equivalent to the company-specific dumping margin published in this (and all future) reviews.

1 includes Shanghai Xiuwei International Trading Co., Ltd. (Shanghai Xiuwei), Inner Mongolia Autonomous Region Native Produce and Animal By-Products Import & Export Corp. (Inner Mongolia), and Shanghai Shinomiel International Trade Corporation (Shanghai Shinomiel) as they did not qualify for a separate rate and Sichuan-Dujiangyan Dubao Bee Industrial Co., Ltd. (Dubao) which was determined to be subject to adverse facts available and deemed to be part of the China-wide entity.

(a) the cash deposit rate for China exporters who received a separate rate in a prior segment of the proceeding will continue to be the rate assigned in that segment of the proceeding (except for Dubao, Inner Mongolia, and Shanghai Xiuwei, whose cash deposit rates have changed in this review to the China-wide rate;

(b) for all other China exporters of subject merchandise which have not been found to be entitled to a separate rate (including Dubao, Inner Mongolia, Shanghai Xiuwei, and Shanghai Shinomiel), the cash deposit rate will be the China-wide rate of 183.80%; and

(c) for all non-China exporters of subject merchandise, the cash deposit rate will be the rate applicable to the China supplier of that exporter.

Assessment Instructions for the Review Period (02/01/03 - 01/31/04)

The ITA states that it will issue appropriate assessment instructions directly to U.S. Customs and Border Protection (CBP) within 15 days of July 6, 2005.

The ITA states that for assessment purposes, where possible, it calculated importer-specific assessment rates for honey from China on a per-unit (i.e., per kilogram) basis. ITA sources have previously stated that importer-specific rates may differ significantly from the AD cash deposit rates listed above.

Discrepant Wuhan Bee Entries

The ITA states that during the review period, it discovered a discrepancy between Wuhan Bee's reported U.S. sales database quantity and value and CBP information.

The ITA states that it was unable to find any evidence that Wuhan Bee or its claimed affiliates, Presstek Inc., Pure Sweet Honey Farm Inc., and Pure Food Ingredients, produced, shipped, invoiced, or received payment for certain additional entries. Therefore, for these final results, the ITA finds that these sales were not in fact Wuhan Bee sales and will instruct CBP to liquidate those entries at the China-wide rate.
