AD: Romania Certain Hot-Rolled Carbon Steel Flat Products

The International Trade Administration (ITA) has issued the final results of its antidumping (AD) duty administrative review of certain hot-rolled carbon steel flat products from Romania for the period of November 1, 2002 through October 31, 2003.

Final Results of AD Duty Administrative Review

AD Cash Deposit Rate for a Time of Entry On/After 06/14/05

In the preliminary results of this AD duty administrative review, these companies were identified as "Ispat Sidex S.A." and "Sidex Trading S.R.L." ITA sources are unable to verify whether the names listed in the final or preliminary results are more accurate. These sources state that these names will be reviewed and the names appearing in the ITA's instructions to U.S. Customs and Border Protection (CBP) will be controlling.

(a) the ITA has determined that a final AD duty rate of zero exists, as a result, no AD duty cash deposit is required, but liquidation will remain suspended;

(b) for merchandise exported by manufacturers or exporters not covered in this review but covered in a previous segment of this proceeding, the cash-deposit rate will continue to the be company-specific rate published in the prior segment of the proceeding in which that manufacturer or exporter participated;

(c) if the exporter is not a firm covered in this review or in any previous segment of this AD proceeding but the manufacturer is, the cash deposit rate will be that established for the manufacturer of the merchandise in these final results of review or in the most recent segment of the AD proceeding in which that manufacturer participated; and

(d) if neither the exporter nor the manufacturer is a firm covered in this or any previous review conducted by the ITA, the cash deposit rate will be 17.84%, the all others rate.

Assessment Instructions for the Review Period (11/01/02 - 10/31/03)

The ITA states that it will issue appropriate assessment instructions directly to CBP within 15 days of June 14, 2005.

The ITA also states that the AD duty assessment rate is importer (or customer) -specific, and according to trade sources, may differ significantly from the AD cash deposit rates listed above.
