AD: Romania Certain Hot-Rolled Carbon Steel Flat Products

Preliminary Results of AD Duty Changed Circumstances ReviewThe International Trade Administration (ITA) has issued its preliminary results of the antidumping (AD) duty changed circumstances review of certain hot-rolled carbon steel flat products from Romania.These preliminary results are not in effect and the current requirements for a cash deposit of estimated AD duties on subject merchandise will continue unless and until these requirements are modified pursuant to the final results of this AD duty changed circumstances review. The ITA adds that it will issue the final results of this AD duty changed circumstances review no later than 270 days after May 9, 2005 or within 45 days of May 13, 2005 if all parties agree to the ITA's preliminary finding.The ITA states that it preliminarily finds that Mittal Steel Galati S.A. (Mittal) is the successor-in-interest to S.C. Ispat Sidex S.A. (Sidex), and if these preliminary results are made final, Mittal would be entitled to receive Sidex's cash deposit rate of 16.34% with respect to entries of subject merchandise from Romania.The ITA's notice also serves as the initiation notice for this AD duty changed circumstances review.ITA sources have confirmed that S.C.
