AD: Canada Certain Softwood Lumber Products

The International Trade Administration (ITA) has issued its final results of the changed circumstances antidumping (AD) duty review of certain softwood lumber products from Canada.

Final Results of AD Duty Changed Circumstances Review

The ITA states that in these final results, it continues to find that certain softwood lumber products produced and exported by Produits Forestiers Saguenay Inc. (PFS) shall be subject to the 3.12% AD cash deposit rate of the Abitibi Group.

In the preliminary results of the this AD duty changed circumstances review, the ITA explained that PFS, a previously inactive holding company which began producing softwood lumber and exporting it to the U.S. as of June 1, 2004, is currently owned by Abitibi Consolidated Company of Canada (ACCC), which is part of the Abitibi Group.

The ITA explained in the preliminary results that PFS is entitled to the Abitibi Group AD cash deposit rate because PFS' ownership, management, production facilities, supplier relationships, customer base, sales practices and facilities combine important elements of the Abitibi Group.

According to the ITA, it will instruct U.S. Customs and Border Protection (CBP) to apply the Abitibi Group's AD cash deposit rate of 3.12% to all shipments of the subject merchandise produced and exported by PFS with a time of entry on or after May 25, 2005.

The ITA states that the Abitibi Group is composed of Abitibi Consolidated Inc. (ACI), Abitibi Consolidated Company of Canada (ACCC), Produits Forestiers Petit Paris Inc. (PFPP), and Societe en Commandite Scierie Opitciwan (Opitciwan).
