BP Lists the Possible Safeguard Quota Levels for China 301, 340/640, 638/639, and 647/648 (Quotas Expected by End of May 2005)

The Commerce Department recently issued a press release stating that the Committee for the Implementation of Textile Agreements (CITA) has made affirmative decisions of "threat of" market disruption in four safeguard cases, for China categories 301, 340/640, 638/639, and 647/648.

CITA is expected to request consultations with China by the end of May 2005, and at the same time impose safeguard quotas on China categories 301, 340/640, 638/639, and 647/648, for exports on or after the date these consultations are requested through December 31, 2005. Possible Levels if Safeguard Quotas Implemented at End of May, Monthly Import Numbers

Possible quota levels through December 31, 2005. Based on year-ending (YE) February 2005 (March 1, 2004 - February 28, 2005) official import data, plus 7.5%, the possible quota levels (prorated) for exports from the end of May through December 31, 2005, for China categories 301, 340/640, 638/639, and 647/648 are as follows (approximate levels based on 7/12 of (the 12-month March 1, 2004 - February 28, 2005 YE quantity 7.5%):

  1. 410,397 kilograms for China 301,
  2. 151,528 dozen for China 340/640,
  3. 765,215 dozen for China 638/639, and
  4. 586,623 dozen for China 647/648

January - March 2005 average monthly imports. Average monthly imports (regardless of date of export) based on official Census import data to date (January - March 2005) for these categories have been as follows:

  1. ,073 kilograms for China 301,
  2. ,632 dozen for China 340/640,
  3. ,060 dozen for China 638/639, and
  4. ,038 dozen for China 647/648

March 2005 official monthly import data. The most recent month for which CITA has official Census data is for March 2005. Imports in March 2005 (regardless of date of export) for these merged categories are as follows:

  1. ,494 kilograms for China 301,
  2. ,172 dozen for China 340/640,
  3. ,406 dozen for China 638/639, and
  4. ,624 dozen for China 647/648

April 2005 preliminary monthly import data. The most recent month for which CITA has preliminary Census data is for April 2005. Preliminary imports for April 2005 (regardless of date of export) for these merged categories are as follows:

  1. ,719 kilograms for China 301,
  2. ,598 dozen for China 340/640,
  3. 190,303 dozen for China 638/639, and
  4. ,296 dozen for China 647/648
