AD: China Certain Helical Spring Lock Washers
The International Trade Administration (ITA) has issued the final results of its antidumping (AD) duty administrative review of certain helical spring lock washers from China for the period of October 1, 2002 through September 30, 2003.

AD Cash Deposit Rate for a Time of Entry On/After 05/17/05

(a) the ITA has determined that a final AD duty rate of zero exists, as a result, no AD cash deposit is required, but liquidation will remain suspended;
(b) for a company previously found to be entitled to a separate rate and for which no review was requested, the cash deposit rate will be the rate established in the most recent review of that company;
(c) for all other China exporters of subject merchandise, the rate will be the all others rate of 128.63%
(d) for non-China exporters of subject merchandise from China, the cash deposit rate will be the rate applicable to the China exporter that supplied that exporter.
Assessment Instructions for the Review Period (10/01/02 - 09/30/03)
The ITA states that it will issue appropriate assessment instructions directly to U.S. Customs and Border Protection (CBP) within 15 days of May 17, 2005.
The ITA also states that the AD assessment rate is importer (or customer) -specific, and according to trade sources, may differ significantly from the AD cash deposit rates listed above.
