AD: China Chlorinated Isocyanurates
The International Trade Administration (ITA) has made a preliminary partial affirmative determination that critical circumstances exist for imports of chlorinated isocyanurates from China for Shanghai Tian Yuan International Trading Co., Ltd. (Tian Yuan, one of five section A respondents), and the China-entity.

The ITA also preliminarily determined that critical circumstances do not exist for imports of subject merchandise from China with respect to Hebei Jiheng Chemical Co., Ltd., Nanning Chemical Industry Co., Ltd., and the remaining four Section A respondents: Liaocheng Huaao Chemical Industry Co., Ltd.; Changzhou Clean Chemical Co., Ltd.; Sinochem Hebei Import & Export Corporation; and Sinochem Shanghai Import & Export Corporation.
Suspension of Liquidation for Tian Yuan, China-Entity Begins 90 Prior to 12/16/04
With respect to Tian Yuan and the China-entity, the ITA states that it will direct U.S. Customs and Border Protection (CBP) to suspend liquidation of all unliquidated entries of chlorinated isocyanurates from China with a time of entry on or after 90 days prior to December 16, 2004, the date the ITA's preliminary determination in this AD duty investigation was published in the Federal Register.
The ITA states that it will issue a final determination concerning critical circumstances for subject merchandise from China when it issues its final determination in the AD duty investigation, which will be no later than May 2, 2005.
(Suspending liquidation an additional 90 days prior to the date of the preliminary determination 'pushes back' the AD duty liability period by 90 days.)
