CITA Posts Preliminary Textile and Apparel Import Data (for January - March 2005)

The Committee for the Implementation of Textile Agreements (CITA) has posted to its web site preliminary textile and apparel import data for January - March 2005.

Export Compliance Daily combines U.S. export control news, foreign border import regulation and policy developments into a single daily information service that reliably informs its trade professional readers about important current issues affecting their operations.

The preliminary textile and apparel import data consists of three biweekly (every two weeks) reports (titled U.S. imports by category, China, World), as well as three additional reports (titled U.S. imports by category, U.S. imports by country, and U.S. imports by merged category).

CITA states that this data are limited preliminary import data, in volume only, based on import figures from U.S. Customs and Border Protection (CBP), and will be supplanted (replaced) by official import data from the Census Bureau, as those data become available.

CITA states that the release of these data is to allow preliminary analysis of the impact of total imports into the U.S. and imports from China into the U.S. to facilitate the administration of the textile safeguard in China's WTO Accession Agreement.

China - Preliminary 2005 CBP Data Compared to Official 2004 Census Data

Comparison of first three months in 2004 with first three months in 2005. One of CITA's preliminary data reports compares year-to-date imports for January - March 2005 (preliminary) with year-to-date imports for January - March 2004 (official).

For categories 338, 339, 347, 348, 352, and 652, the percent increase from January - March 2004 (official) to January - March 2005 (preliminary), for the four countries with the largest percentage increase is as follows:

China - Preliminary CBP Data vs. Census Official Data for January 2005

Looking at preliminary CBP data for January 2005 as compared to official Census data for January 2005, for China categories 338, 339, 347, 348, 352, and 652, the preliminary data overstates imports by 5.36% to 37.89%, as follows:

Cat 338 - preliminary data for January 2005 overstated official data by: 12.61%

Cat 339 - preliminary data for January 2005 overstated official data by: 7.03%

Cat 347 - preliminary data for January 2005 overstated official data by: 11.52%

Cat 348 - preliminary data for January 2005 overstated official data by: 18.72%

Cat 352 - preliminary data for January 2005 overstated official data by: 37.89%

Cat 652 - preliminary data for January 2005 overstated official data by: 5.36%

It is not known if this will always occur when comparing preliminary CBP data with official Census data.
