AD: Canada Certain Softwood Lumber Products
The International Trade Administration (ITA) has issued its preliminary results of the antidumping (AD) duty changed circumstances review of certain softwood lumber products from Canada regarding the appropriate AD cash deposit rate for Produits Forestiers Saguenay Inc. (PFS), a previously inactive holding company which began producing softwood lumber and exporting it to the U.S. as of June 1, 2004 and is currently owned by Abitibi Consolidated Company of Canada (ACCC) (part of the Abitibi Group1).

The ITA states that it has preliminarily found that PFS functions as a part of the Abitibi Group and that subject merchandise from PFS is entitled to the Abitibi Group AD cash deposit rate of 3.12%.
Specifically, the ITA states that PFS is entitled to the Abitibi Group AD cash deposit rate because PFS's ownership, management, production facilities, supplier relationships, customer base, sales practices and facilities combine important elements of the Abitibi Group.
According to the ITA, if these preliminary results are affirmed in the ITA's final results, the AD cash deposit rate for the Abitibi Group will apply to subject merchandise from PFS with a time of entry on or after the date of publication of the final results of this AD changed circumstances review.
