AD: Romania Certain Cut-to-Length Carbon Steel Plate

The International Trade Administration (ITA) has issued the final results of its antidumping (AD) duty administrative review of certain cut-to-length carbon steel plate from Romania for the period of August 1, 2002 through July 31, 2003.

(a) For previously reviewed or investigated companies not listed above, the cash deposit rate will continue to be the company-specific rate published for the most recent period;

(b) If the exporter is not a firm covered in this review, a prior review, or the original AD duty investigation, but the manufacturer is, the cash deposit rate will be the rate established for the most recent period for the manufacturer of the merchandise; and

(c) If neither the exporter nor the manufacturer is a firm covered by this or any previous review, the cash deposit rate will be 75.04%, the "all others" rate.

1 Both Sidex and MEI have separate, company-specific AD duty rates for this review. However, because MEI was the exporter for all of Sidex's sales and Sidex provided information that it had knowledge that the subject merchandise was destined for the U.S., ITA calculated a single margin for both Sidex as the producer and MEI as the exporter.

Assessment Instructions for the Review Period (08/01/02 - 07/31/03)

The ITA states that it will issue appropriate AD assessment instructions directly to U.S. Customs and Border Protection (CBP) within 15 days of March 15, 2005.

The ITA also states that the AD assessment rates are importer/customer-specific, and according to trade sources, may differ significantly from the AD cash deposit rates listed above.
