AD: China Honey
The International Trade Administration (ITA) has issued its final results of the antidumping (AD) duty new shipper reviews of honey from China for the review period of December 1, 2002 through November 30, 2003.

Bonding is No Longer Permitted
As a result, the ITA states that bonding is no longer permitted to fulfill security requirements for shipments of honey from China (a) both exported and produced by Anhui, or Eurasia, or Jiangsu Kanghong; or (b) exported by Eurasia and produced by Chuzhou; or (c) exported by Inner Mongolia Youth and produced by QDI, that have a time of entry on or after February 25, 2005.
For shipments with a time of entry on or after February 25, 2005, the ITA has determined the following AD cash deposit rates (equal to the margin percentage) apply:

(a) The AD cash deposit rate for China exporters who received a separate rate in a prior segment of this proceeding will continue to be the rate assigned in that segment of the proceeding;
(b) The China-wide AD cash deposit rate, which includes merchandise exported by Anhui but not manufactured by Anhui; exported by Eurasia but not manufactured by Eurasia or Chuzhou; exported by Inner Mongolia Youth but not manufactured by QDI; and exported by Jiangsu Kanghong but not manufactured by Jiangsu Kanghong, will continue to be the China-wide rate of 183.80%; and
(c) The AD cash deposit rate for non-China exporters of subject merchandise from China will be the rate applicable to the China exporter/producer that supplied that non-China exporter.
Assessment Instructions for the Review Period (12/01/02 - 11/30/03)
According to the ITA, it will determine and U.S. Customs and Border Protection (CBP) will assess AD duties on all appropriate entries. The ITA states that it will issue appropriate assessment instructions directly to CBP within 15 days of February 25, 2005.
