Reroute Requests Available for Periodic Statement Payment Authorizations Effective February 16, 2005 (Required Programming Affects ALL Reroute Requests)
U.S. Customs and Border Protection (CBP) has issued an administrative message reminding all ABI filers, ABI software vendors and service bureaus that CBP will provide filers with an additional capability to request a reroute of a periodic statement payment authorization using the application QO effective February 16, 2005, as announced in Adm: 04-2426.

ABI filers currently have the capability to request a reroute of preliminary and/or final daily statements and/or Automated Clearinghouse (ACH) payment transactions. (See ITT's Online Archives or 04/10/01 news, 01040941, for BP summary of Adm: 01-0423 which announced this capability.)
Effective February 16, 2005, All Requests for Reroutes Must Indicate if They are a Periodic Statement Payment Authorization Reroute Request
CBP states that ABI filers who use application QO to request a daily statement reroute and/or an ACH payment reroute must program for the input of a 'Y' or 'N' in position 37 of the QR record.
(In Adm: 04-2426, CBP stated that if requesting a reroute of a periodic statement payment authorization, the letter 'Y' should be inserted in position 37 of the QR record. If not requesting a reroute of periodic statement payment authorization (application PN), the letter 'N' should be inserted in position 37 of the QR record. CBP states that failure to input a 'Y' or 'N' will cause the QO transaction to reject on and after February 16, 2005.
Transmitting an 'N' Before February 16, 2005 Will Not Cause a Reject
According to CBP, programming the above-described change now will not affect the current daily statement/ACH payment reroute request and will enable the ABI filer to have their software ready when CBP implements this change on February 16, 2005.
