According to the ITA, on October 28, 2004 Shandong Huanri Group Co., Ltd. (Huanri Group) submitted documentation in support of its claim that it is the successor-in-interest to Shandong Huanri Group General Company (Huanri General). At that time, Huanri Group requested that the ITA conduct a changed circumstances review to determine whether it is the successor-in-interest to Huanri General and whether it should receive the same AD duty treatment as is accorded to Huanri General with respect to subject merchandise.

Although it is initiating this AD duty changed circumstances review, the ITA has determined that expediting this review by combining the preliminary results with the initiation notice would be inappropriate. Therefore, the preliminary results of this AD duty changed circumstances review will be published in the Federal Register and the ITA will issue the final results not later than 270 days after December 13, 2004.

In addition, the ITA states that it will not change the AD cash deposit requirements for the merchandise subject to this AD duty changed circumstances review, unless a change is determined to be warranted pursuant to the final results of this review.
