AD: Finland, Mexico, Netherlands, Sweden Purified Carboxymethylcellulose

The International Trade Administration (ITA) has made preliminary affirmative antidumping (AD) duty determinations that purified carboxymethylcellulose from Finland, Mexico, Netherlands, and Sweden is being, or is likely to be, sold in the U.S. at less than fair value. The period of investigation for subject merchandise from these countries is April 1, 2003 through March 31, 2004.

As a result, the ITA will instruct U.S. Customs and Border Protection (CBP) to suspend liquidation for all imports of subject merchandise from these four countries with a time of entry on or after December 27, 2004.

The ITA states that it will also instruct CBP to require a cash deposit or the posting of a bond at the AD rate (equal to the weighted average margin) listed below, for imports of subject merchandise with a time of entry on or after December 27, 2004.

Postponement of Final AD Duty Determination

The ITA states that it is postponing the final AD duty determinations for subject merchandise from Finland, Mexico, Netherlands, and Sweden until no later than 135 days after December 27, 2004 and is extending the provisional measures accordingly.
