AD: China Chlorinated Isocyanurates
The International Trade Administration (ITA) has made a preliminary affirmative antidumping (AD) duty determination that chlorinated isocyanurates from China are being, or are likely to be, sold in the U.S. at less than fair value.

As a result, the ITA will instruct U.S. Customs and Border Protection (CBP) to suspend liquidation for all imports of subject merchandise from China with a time of entry on or after December 16, 2004.
The ITA states that it will also instruct CBP to require a cash deposit or the posting of a bond at the AD rate (equal to the weighted average margin) listed below, for imports of subject merchandise with a time of entry on or after December 16, 2004:

*The ITA states that Section A respondents are companies who were not selected as mandatory respondents but submitted responses to Section A of the ITA's AD questionnaire and had sales of subject merchandise to the U.S. during the period of investigation.
The ITA has included the following five companies as Section A respondents in this investigation:
(1) Changzhou Clean Chemical Co., Ltd.,
(2) Liaocheng Huaao Chemical Industry Co., Ltd.,
(3) Shanghai Tian Yuan International Trading Co., Ltd.,
(4) Sinochem Hebei Import & Export Corporation, and
(5) Sinochem Shanghai Import & Export Corporation
ITA Amends Scope of Investigation
In its notice of preliminary determination, the ITA has made the following changes to the scope of the investigation:
The term "isocyanurates" replaces the term "isos."
The word "tabeletted" has been corrected to read "tabeleted"
A paragraph has been added to the end of the scope which reads: "As stated above in the Scope Comments" Section of this notice, Arch's [Arch Chemicals, Inc.] patented chlorinated isocyanurates tablet is also included in the scope of this investigation."
Postponement of Final AD Duty Determination
The ITA states that it is postponing the final AD duty determination for subject merchandise from China until no later than 135 days after December 16, 2005.
