APHIS Interim Rule Increases FY 2005 - 2010 User Fees for Agricultural Quarantine and Inspection Services

The Animal and Plant Health Inspection Service (APHIS) has issued an interim rule which, effective January 1, 2005, amends the user fee regulations at 7 CFR Part 354 by adjusting the fees charged for certain agricultural quarantine and inspection (AQI) services for fiscal years (FYs) 2005 through 2010.

According to APHIS, this interim rule adjusts the AQI fees charged for such services that are provided in connection with certain commercial vessels, commercial trucks, commercial railroad cars, commercial aircraft, and international airline passengers arriving at ports in the customs territory of the U.S.

Highlights of AQI Users Fees

APHIS' final rule sets forth certain AQI user fees for FY 2005 through 2010. The following are highlights of the updated FY 2005 user fees (see interim rule for further details of the FY 2006 -2010 rates which, in general, reflect modest increases):

Commercial vessel user fee: $486.00 (from $480.50)

Commercial truck and truck decal user fees: $5.00 for single crossing and $100 for a decal (from $4.75 for single crossing and $95 for a decal)

Commercial railroad car user fee: $7.50 (from $7.00)

Commercial aircraft user fee: $70.00 (from $65.25)

(In addition to the above-described AQI fee changes, this interim rule makes several miscellaneous editorial changes, including the provision of a single new address for remittances of AQI user fees and for the submission of statements and other information, in place of the previous various addresses.)
