AD: China Certain Crepe Paper Products

The International Trade Administration (ITA) has made a final determination of sales at less than fair value and an affirmative final determination of critical circumstances for certain crepe paper products from China.

As a result, the ITA will instruct U.S. Customs and Border Protection (CBP) to continue to suspend liquidation for all entries of subject merchandise with a time of entry on or after 90 days prior to September 21, 2004, as the ITA continues to find that critical circumstances exist for all imports of certain crepe paper from China, including imports from the mandatory respondents, the Section A respondents, and the China-wide entity.

The ITA states that it is also instructing CBP to continue to require a cash deposit or the posting of a bond at the AD rate (margin) listed below, for entries of subject merchandise with a time of entry on or after December 3, 2004.

1 Although the preliminary determination did not separately list Fuzhou Light or Magicpro

(as they were part of the China-wide entity), the final determination lists them

separately, and refers to them as mandatory respondents.

2 Section A respondents are companies who were not selected as mandatory

respondents but submitted responses to Section A of the ITA's AD questionnaire and

had sales of subject merchandise to the U.S. during the period of investigation (see

below for list of these respondents).

3 There used to be four Section A respondents; however, Fujian Xinjifu Enterprises Co.

Ltd. is now considered to be part of the China-wide entity, as it decided not to

participate in the verification of its Section A response.
