AD: Japan Polychloprene Rubber
The International Trade Administration (ITA) has issued its final results of the changed circumstances antidumping (AD) duty review of polychloroprene rubber from Japan, concluding that Showa Denko K.K. (SDK) is not the successor-in-interest to the joint venture of Showa DDE Manufacturing K.K. (SDEM) and DDE Japan Kabushiki Kaisha (DDE Japan) (collectively, SDEM/DDE Japan joint venture), for purposes of determining AD liability in this proceeding.

The ITA is adopting its preliminary determination that SDK should not be given the same AD duty treatment as the joint venture (i.e. zero percent AD duty cash deposit rate). Instead, SDK, as a new entity, should continue to be assigned the "all others" rate of 55%.
As a result, the ITA will instruct U.S. Customs and Border Protection (CBP) to apply the AD cash deposit determination from this changed circumstances review to all entries of the subject merchandise with a time of entry on or after the date of publication of the final results of this changed circumstances review.
