AD: Romania Steel Plate and South Korea Steel Beams

The International Trade Administration (ITA) has issued its preliminary results of the following antidumping (AD) duty administrative reviews:

1 The ITA notes that because Romania graduated to market economy status on January 1, 2003, the period of review is divided into both a non-market economy (NME) portion (August 1, 2002 through December 31, 2002) and a market economy (ME) portion (January 1, 2003 through July 31, 2003).

2 The ITA also notes that although MEI was the exporter for all of Sidex's sales, because Sidex provided information that it had knowledge that the subject merchandise was destined for the U.S., the ITA has preliminarily calculated an AD rate (margin) for both Sidex as the producer and MEI as the exporter.

These preliminary results are not in effect and may be amended in the final results of these AD duty administrative reviews, which are currently due within 120 days of September 7, 2004 (Romania) and within 120 days of September 3, 2004 (South Korea).
