(b) If the exporter is not a firm covered in this review, a prior review, or the original AD investigation, but the producer is, the cash deposit rate will be the rate established for the most recent period for the producer of the subject merchandise.

(c) The cash deposit rate for all other producers or exporters will continue to be 22.89%, the "all others" rate made effective by the original investigation.

Assessment Instructions for the Review Period (09/01/02 - 08/31/03)

According to the ITA, since both of the companies listed above received a total adverse facts available (AFA) rate, the ITA states that it will instruct U.S. Customs and Border Protection (CBP) to liquidate entries according to the AFA rate. The ITA states that it will determine and CBP will assess, AD duties on all appropriate entries.

In addition, the ITA states that it will issue appropriate appraisement instructions directly to CBP within 15 days of September 9, 2004.

The ITA has rescinded this AD duty administrative review with respect to four South Korean companies. The ITA also states that for any shipments by an exporter not identified in this review but entered under the cash deposit rates for the companies rescinded from this review, it will instruct CBP to assess AD duties on any such entries during the period of review at the "all others" rate of 22.89%.
