The ITA states that Shantou Oceanstar and Shantou Yuexing had previously been subject to the 112.81% "all others" rate, which is unchanged from the preliminary AD duty determination. (The ITA adds that because the ministerial errors alleged with respect to certain mandatory respondents were not significant, the ITA is not amending the weighted-average AD margin from the preliminary AD duty determination.)

In addition, the ITA states that on July 13, 2004, July 28, 2004, and August 4, 2004, it received certain timely information from certain Section A Respondents, and will address these comments in the final AD determination.
